The Government has today issued the first Procurement Policy Note of 2020 on the impact of COVID-19 on procurement.
The PPN contains a useful summary of the flexibilities within the Public Contracts Regulations which can be utilised in these unprecedented times. Contracting authorities will find the guidance helpful but should ensure that they keep a careful audit trail to justify any decisions made in respect of, for example, relying on the negotiated procedure without a notice.
